ISO/IEC 27701 privacy information management
ISO 27701: running a privacy management system auditors can certify
What a privacy information management system contains, how the 2025 edition changed the standard, how controller and processor duties differ, and how 27701 sits next to ISO 27001 and GDPR.
In short
ISO/IEC 27701 specifies a privacy information management system: the policies, roles, risk process, controls and reviews an organisation uses to protect personally identifiable information (PII). The 2019 edition was written as an extension to ISO 27001 and ISO 27002, so you needed an ISMS first. The 2025 edition, published in October 2025, makes 27701 a standalone management system standard with the harmonised clause structure, so it can be certified on its own while still fitting alongside ISO 27001. It is voluntary, and certification is by an accredited certification body.
What a privacy information management system contains
A PIMS treats privacy the way ISO 27001 treats information security: as a managed system with a defined scope, leadership commitment, a risk process, controls, internal audit and management review. The difference is the object of protection. ISO 27001 protects information; 27701 protects people whose PII you hold, and asks you to show which role you play for each kind of processing.
- PII
- Personally identifiable information: any information that can identify the person it relates to, directly or indirectly.
- PII principal
- The person the PII relates to. GDPR calls this the data subject.
- PII controller
- The organisation that decides the purposes and means of processing PII.
- PII processor
- The organisation that processes PII on behalf of, and on the instructions of, a controller.
- PIMS
- Privacy information management system: the management system 27701 specifies.
The 2019 and 2025 editions
Most existing certificates and many implementation guides still refer to the 2019 edition, so it helps to know both shapes.
| ISO/IEC 27701:2019 | ISO/IEC 27701:2025 | |
|---|---|---|
| Relationship to ISO 27001 | An extension. You implement 27701 on top of an ISO 27001 ISMS | Standalone. Certifiable without ISO 27001, and still integrates with it |
| Structure | Clause 5 (PIMS requirements related to ISO 27001), clause 6 (guidance related to ISO 27002), clause 7 and Annex A (PII controllers), clause 8 and Annex B (PII processors) | Harmonised management system structure, Clauses 4 to 10, with its own control annex |
| Controls aligned to | ISO 27001:2013 and ISO 27002:2013 | ISO 27001:2022 and ISO 27002:2022 |
| Status | Withdrawn, replaced by the 2025 edition | Current |
Controller duties and processor duties
27701 asks you to decide, for each processing activity, whether you act as a controller, a processor or both. Many organisations are both: a controller for their own employee and customer data, and a processor for the data their customers load into their service. The controls you must address depend on the role.
- As a controller: identify and document the purpose and lawful basis of each processing activity, obtain and record consent where it is the basis, run privacy impact assessments, give notices, and honour the rights of PII principals.
- As a processor: process only on documented instructions, help the controller meet its obligations, control the use of subprocessors, and return or dispose of PII when the contract ends.
- Both roles: limit collection and retention to what the purpose needs, secure transfers, and keep records that show what you did.
How certification works
Certification follows the familiar management system pattern: a stage one review of your documentation and scope, a stage two audit of how the system operates, then surveillance audits and recertification on the certification body's cycle. ISO/IEC 27706:2025 sets the requirements for bodies that audit and certify a PIMS, so check that your certification body is accredited for 27701.
Under the 2019 edition, a 27701 certificate is issued together with, or as an extension of, an ISO 27001 certificate. Under the 2025 edition it can stand on its own, though many organisations will still certify both and run a combined audit.
How ISO 27701 relates to ISO 27001, ISO 27018 and GDPR
ISO 27001 is the information security management system. Much of a PIMS rests on the same security controls, so a team running ISO 27001 already has a large share of the evidence a 27701 audit asks for.
ISO/IEC 27018 is a code of practice for protecting PII in public clouds where the cloud provider acts as a processor. It is guidance rather than a management system, and suits cloud providers who want to show processor-side privacy controls.
GDPR is law. Organisations commonly use 27701 to structure and evidence their GDPR accountability, because its controller and processor controls follow the same ideas. A 27701 certificate is not itself proof of GDPR compliance, and it is not a GDPR certification mechanism unless approved as one.
Building a privacy information management system
Start from what you already run. If ISO 27001 is in place, the PIMS reuses its scope, risk process, internal audit and management review.
-
01
Set the scope and your roles
Decide which processing is in scope and whether you act as controller, processor or both for each activity.
Your privacy lead
-
02
Record processing
Build the record of processing activities: purposes, lawful bases, data categories, recipients, retention and transfers.
Your privacy team
-
03
Assess privacy risk
Run privacy impact assessments for higher-risk processing and record the treatment decisions.
Your privacy and risk teams
-
04
Map the controls
Link the 27701 controls to the ISO 27001 controls you already evidence, and close the privacy-specific gaps.
Your compliance team
-
05
Audit and review
Run internal audit and a management review, then book stage one with an accredited certification body.
Your management and certification body
Who does what
Your organisation runs the PIMS, and an accredited certification body audits it. Certifyi is a tool: it records the work and does not audit or certify you.
| Task | Your team | Certifyi | Certification body |
|---|---|---|---|
| Processing records | Keep the record of processing activities current | Holds the record as evidence, with every change logged | Samples it during the audit |
| Consent and notices | Give notices and record consent where it is the basis | Holds notices and consent evidence, with every change logged | Checks the records against the controls |
| Privacy risk | Run privacy impact assessments | Holds privacy risks and treatments in the risk register | Reviews the method and results |
| Management review | Review the PIMS at planned intervals | Records the review and its decisions | Checks that reviews happened |
How Certifyi helps
Keep PIMS records next to your ISO 27001 work
No software certifies a PIMS. Certifyi holds the risk register, supplier records, incident records, management reviews and evidence that a 27701 audit looks at, in the same workspace as your ISO 27001 programme.
-
Processors and incidents
Assess processors through the vendor portal instead of by email, and log personal data breaches on the incident record. Notification deadlines are yours to confirm.
-
Risk register
Record privacy risks with likelihood, impact, treatment and owner.
-
Management reviews
Record each PIMS management review and the decisions it reached.
-
Tamper-evident activity log
Evidence is linked to its control, and every action on it is written to a tamper-evident activity log.
Questions
ISO 27701, answered
What is ISO 27701?
An international standard for a privacy information management system. It sets out how an organisation manages the PII it holds as a controller, a processor or both, and it can be certified by an accredited certification body.
Do I need ISO 27001 to get ISO 27701?
Not under the 2025 edition, which is a standalone standard. Under the 2019 edition, 27701 was an extension to ISO 27001, so you needed an ISMS first. Many organisations still run both, because they share much of their security evidence.
What changed in ISO 27701:2025?
It became a standalone management system standard with the harmonised clause structure, certifiable without ISO 27001, and its controls were aligned to ISO 27001:2022 and ISO 27002:2022. It replaces the withdrawn 2019 edition.
Is ISO 27701 certification proof of GDPR compliance?
No. It is widely used to structure and evidence GDPR accountability, but a 27701 certificate is not itself proof of GDPR compliance, and it is not a GDPR certification mechanism unless approved as one.
What is the difference between a PII controller and a PII processor in ISO 27701?
A controller decides why and how PII is processed. A processor processes PII on a controller's behalf and instructions. 27701 has separate controls for each role, and many organisations act as both.
How does ISO 27701 relate to ISO 27018?
ISO 27701 is a management system you can certify. ISO 27018 is a code of practice for protecting PII in public clouds where the provider acts as a processor. Cloud providers often use both.
How long do I have to move from the 2019 edition to 2025?
The transition period is set by certification and accreditation bodies, not by the standard. Ask your certification body for its timetable.
Does Certifyi certify us against ISO 27701?
No. Certification comes from an accredited certification body. Certifyi is software for keeping the records and evidence that the audit looks at.
